In moderated rooms, meaning rooms with the mode +m set, Voiced users can send text to the room. When a user has Voice, there will be a + character next their nickname in the room’s nickname list.

The room does not need to be moderated (+m) for a user to have voice but there is no real purpose for chatters to have Voice otherwise.

To Voice a person in a room you need to have room operator status. Room operators have the @ character next to their names in the nickname list. Highlight a name in the room’s nickname list by clicking on it once. Then click on the +V button on the right hand side of the chat room to give that person voice.
