Syntax: /chanserv VOICE (#roomname (nick))

Voices a selected nick in a room. If nick is not given,

it will voice you. If room and nick are not given,

it will voice you on all rooms you’re on, provided you

have the rights to.

By default, limited to those with level 5 access and above in the room, or to those with level 3 and above for self voicing.
