When users enter chat, they cannot talk until I or another Op gives them voice. I have already tried changing the mlock to -m mode, and it says that it successfully changed it to -m mode, but it still will only let ops and registered chatters talk. What is causing this if it isn’t the moderated mode, and how can I change it so that all users can chat without voice?
