when ever I try to host someone they become dehosted and this message comes up

What do you mean host and dehost? Do you mean op and deop?
The person must have a registered nick to have access with ChanServ (cs) otherwise, they will not be able to get any access. If you need more help, pls go to #PreciousMoments. My nick is PeeKaBoo.
OR… maybe you’ve got a bot on your site thatn doesn’t let you OP anyone – mine doesn’t let me. I know I can turn it off but it’s a great excuse not to let anyone besides me be an OP without looking nasty

Is this your channel?
Are you Oped in the channel?
Is the person registered and /identified in the channel?
In order to host/op someone, they also need to have a registered nick name and be identified just like the owner of the channel does.
