Syntax: /chanserv SET #roomname KEEPTOPIC (ON | OFF)

Enables or disables the topic retention option for a

room. When topic retention is set, the topic for the

room will be remembered by ChanServ even after the

last user leaves the room, and will be restored the

next time the room is activated (someone enters).
