The reason behind wanting the pop-up windows disabled is that we use our chat room as a forum for our fans to talk to our drivers. We usually get between 15-25 people in the room at a time, and while this isn’t that many, each of them PM’ing the driver is a problem.

I would like to disable them completely at the room level rather than at the user lever.
